What TDR Is ??
TDR (Transferable Development Rights) is a planning tool used in urban areas to transfer unused development potential (usually measured as FSI/FLI or built-up area rights) from one site to another. In Gujarat, it is primarily used as part of redevelopment, slum rehabilitation, heritage conservation, and similar initiatives: developers or landowners can surrender development rights on one parcel of land and use or sell those rights to develop more on another parcel than would normally be permitted under the zoning/FSI rules.

Now the government will create a state-level portal for TDR, the intervention of municipalities will be reduced.
The Gujarat government is going to launch a state-level digital portal for Transferable Development Rights (TDR) to boost urban development and infrastructure projects. This initiative will make the process of land acquisition, allocation of development rights and its trading completely online, which is expected to increase both transparency and speed.
The main objective of the portal will be to prevent corruption.
This portal will enable end-to-end digital tracking and auditing of TDR online. The role of intermediaries will be reduced and irregularities will be caught with automated alerts. Aware citizens will also be able to monitor it through a public dashboard.
This system will be integrated with revenue records and building systems.
Currently, while acquiring private land for roads, gardens, public facilities and other projects, the government gives development rights in the form of TDR to the owners instead of financial compensation. But due to the manual process, delays and complaints were arising. With the new portal, the entire process from application to approval and certificate issuance will be on a single platform, which will save time and simplify the process. The biggest advantage of this portal will be that the TDR certificate will come with a unique ID, which will reduce the chances of duplication or issuance of fake certificates. Also, since a digital log of every transaction is available, it will be difficult to stop the file or get unauthorized benefits.
