ABOUT EMPLOYMENT DIVISION

ACTIVITIES OF EMPLOYMENT EXCHANGES
The basic function of the Employment Services is to facilitate the employment of people who are seeking jobs. Traditionally the Employment exchanges have been registering the names of unemployed candidates and sponsoring their names to Private and Public Sector employers. The main functions of the Employment Exchanges are -

- Placement Services
- Vocational Guidance
- Employment Market Information Programme & implementation & Compulsory Notification of Vacancies Act, 1959.
- Extension Services like Self Employment motivation, Army Recruitment Camps etc.

There are 48 Employment Exchanges in the State. Out of which, 33 are District Employment Exchanges.5 Town Employment Exchanges are working at Khedbrahma, Dharampur, Songadh, Chhotaudepur and Mandvi for Tribal Candidates. 8 University Employment Information and Guidance Bureaus are working at Ahmedabad, Surat, Vadodara, Rajkot, Bhavnagar, Patan, Vallabh Vidyanagar and Bhuj and 2 Special Employment Exchanges for Women are working at Ahmedabad and Jamnagar.

- To provide guidance related to overseas education and career, Overseas Employment & Career Information centers are operational at Ahmedabad, Vadodara and Rajkot.
- Employment Exchanges at Vadodara and Surat are converted to Model Career Centers.
- Overseas centers, Model Career Centers and independent society Empex-b are formed to strengthen employment services.

(1) PLACEMENT SERVICES :-

Placement is the basic activity of Employment exchanges.

• Gujarat No. 1 in providing jobs :

Gujarat stands first in providing jobs to the candidates through Employment Exchanges for the last eleven years (from 2002-2012) as per reports published by the Directorate General of Employment & Training, New Delhi. The number of placements calendar year wise was 70700 in 2002, 64900 in 2003, 64900 in 2004, 92900 in 2005, 99000 in 2006, 178300 in 2007 , 217700 in 2008, 153500 in 2009, 207586 in 2010, 225600 in 2011, 246000 in 2012 & 271621 in 2013 the maximum among all the states. Number of Placements in year 2014 is 291500, now at All India figures yet not published. This is due to constant efforts by the officers in the field who have, through constant contact with the Private Sector Employers, increased the number of notified vacancies. Industrial Development in Gujarat has immensely helped us in bringing back the Private Sector employer to Employment Exchanges.

(2) TRANSPORT FARE TO THE UNEMPLOYED CANDIDATES FOR ATTENDING INTERVIEW :-

The scheme gives to and fro State Transport bus fare to the unemployed candidates. Aim is to help the unemployed youth attend the interview.

The candidates sponsored through Employment Exchanges to the employer are given to and from computerized, State Transport bus coupon.

The benefit of this scheme is limited to the State's boundary and is given irrespective of the caste and annual income of the candidates. This benefit is given to the candidates registered & sponsored only by employment exchanges.

(3) EMPLOYMENT MARKET INFORMATION :-

Employment Exchanges are regularly collecting information about employment in the private sector as well as in the Public Sector. This is being done by what is known as establishment reporting system. Under this system, all establishments in public sector & selected establishments in the private sector engaged in non-agricultural activity are required to furnish details about the number of persons, they are employing, vacancies that they have and the type of persons they find to be in short supply. The information is collected from all establishments in public sector and those employing 25 or more persons in the private sector under the provisions of the Employment Exchanges (Compulsory Notification of Vacancies) Act 1959 which has made it obligatory for them to render to the local Employment Exchange occupational returns prescribed under the employment exchanges (Compulsory Notification of Vacancies) Rule 1960. Information from smaller establishments employing 10 to 24 persons in the private sector is however collected on voluntary basis.

(4) CAREER COUNSELING, VOCATIONAL GUIDANCE AND EMPLOYMENT COUNSELING FOR JOB-SEEKERS AND STUDENTS :-

• Vocational Guidance :
Vocational Guidance activity is one of the important programmes carried out by the employment exchanges. Vocational Guidance and counseling is provided under this programme.

• Career Corners :
For catering better services of Vocational Guidance to the students and job seekers residing in remote area of the State, the employment exchanges have extended their services to schools and colleges by activating career corners. At present 2000 career corners are functioning in the state. These career corners are run by Career teachers of the respective institutions.

(5) SELF EMPLOYMENT :-

The opportunities for wage employment are very limited. The problem of unemployment is becoming crucial day by day. In Employment Exchanges, the number of unemployed candidates increases continuously. In this context, self employment is the only alternative to wage employment.

Lead Bank Manager, representative of SC/ST, Backward Class Corporations and representatives of the District Industries Centre, etc. also remain present in the Camps.

(6) ARMY, NAVY AND AIR FORCE RECRUITMENT :-

The Army Recruitment Rallies are being organized by Branch Recruitment Officer (BRO) at Ahmedabad and Jamnagar. Government of India allots vacancies based on recruitable male population ratio of the State. Short term and long term training camps are being conducted by the employment department to fulfill the quota of Gujarat State.

Gujarati candidates are rejected at the time of Army Recruitment due to poor physical fitness and lack of proper training for written test and as a result, vacancies allotted to the state remain under utilized. For this, training is given for physical test and written test to the candidates who have passed physical and medical test during Army Recruitment rally.

(7) EMPOWER TRAINING PROGRAMME :-

eMPOWER training programme has been initialized to trainee the youth in the field of IT. Under this programme, the youth of each District are provided with the basic knowledge of computer and IT. Training under this programme empowers the youth of the state to compete at the global level.

The Scheme is implemented in all the District Employment Exchanges, having adequate computers and infrastructure for the same.

(8) EMPLOYMENT EXTENSION BUREAU : EMPEX-B :-

- In the year 2014-15, with financial provision of Rs.1 crore, administrative approval given by Labour & Employment Department.
- Launched on 17th September, 2014 by Hon. Prime Ministers of India
- An autonomous body, registered under Societies Act-1960
Main function – to support Employment Exchanges for organizing job fairs for the industries and armed forces and other jobs based on market demand
- Promotion of Job Fairs through pro active and PPP mode approach
- Coaching for competitive examinations of civil services, banking, insurance companies, staff selection commission, defense forces etc. will be imparted. Coaching hub for potential candidates.
- Career counseling will be done by professional career counselors who will be stationed at each district head quarters.

(9) OVERSEAS EMPLOYMENT & CAREER INFORMATION CENTRE :-

- These centres are operational at Ahmedabad and Vadodara from 26th January 2014 to provide valuable information to candidates/students, who are interested education and/or employment abroad.
- Information about various courses conducted by overseas colleges, admission norms, recognition about the Universities/Colleges, fee structure, recognition of course, possibilities and opportunities of part time jobs along with study etc,
- Knowledge of English language (IELTS exam, TOFEL etc.) and the agencies conducting examinations, literature for the same etc,
- Planning of finance for obtaining student visa such as bank balance, investment in PPF/post, FD, Education Loan, other loan facilities from bank etc.)
- Primary information about the educational qualification, vocational knowledge, skill, experience, health and other requirements for employment opportunities in various countries as well as companies/firms.

(10) MODEL CAREER CENTRE :-

Through this scheme of Government of India all employment offices are to be converted to Model Career Centres. Career counselling & vocational guidance are the main activities of these centres. Career counsellors are appointed in all Employment offices. In the first phase, in the year 2015-16 Vadodara & Surat are selected by the Central Government for this scheme.

SWAMI VIVEKANAND PRE RECRUITMENT (DEFENCE) TRAINING SCHEME

• Details of the scheme :

Providing a month long residential training to candidates to increase their mental and physical ability so that they can score well in written exam and pass the physical test for recruitment.

The scheme :


  • Training period:-30 days (120 hours training)
  • Syllabus:-Coaching for written test in General knowledge, current affairs English, Maths, Science. Improving mental aptitude and personality development along with communication skills. Physical training includes training for required physical tests like running, long jump, pull-ups etc.
  • Faculty for physical training:-Retired Army Police SRP Trainers, P.T. Teachers, Officials from NCC units and for written tests teachers and lectures who are locally available.
  • Location: - School, Colleges, Police ground or any other Institutes where ground facilities are available.
  • Residential facilitiesin Hostels, Halls, Schools or Colleges.
  • No. of candidates:-Minimum 30 and Maximum 35 candidates per class.
  • No. and location of classes:-70 classes any where in any district.
  • Qualification:-- Qualification and age as per norms.
  • Screening of candidates:-Wide publicity to be given by employment exchanges. Candidates will be screened for Height, Weight and Chest requirement. Preliminary examination will be done by Doctors of PHC / Civil Hospital and the selection list for training classes will be prepared.


• Monitoring of the Classes:


The Training Classes will be run by Employment Exchange. All the necessary arrangement and facilities like boarding and lodging of the candidates, selecting venues for physical and written test, Identifying faculty and coordinating all the activities of the training classes will be done by Employment Officers. Stipend will be paid to those candidates only whose presence is more than 80%.Surprise visits and checks will be carried out by RDD Offices and from Head quarters level.


About Gujarat Employment and Training :

Directorate of Employment & Training, DET is working under the Department of Labour and Employment, Government of Gujarat. It was formed in Gujarat State in 1971 by amalgamation of the Employment Wing, functioning under the Labour Directorate, and the Vocational Training Scheme under the Directorate of Technical Education.

Two statutes have been enacted by the Govt. of India to help in achieving the objectives of higher employment in organised sector through training.

DET functions with the major objectives of providing Vocational Training and Employment Services to the youth in Gujarat State. To achieve these objectives the DET runs a variety of long-term and short-term training programmes in Industrial Training Institutes/ Centers in the State. It also registers the youth looking for employment and provides placement services to them through Employment Exchanges that also maintain the list of prospective Employers.

Directorate of Employment & Training, Government of Gujarat has been in the forefront of implementing various skill-building programs with the aim of helping people get jobs. At present 48 employment exchanges are functioning under this Directorate to assist people registered with employment exchanges.

Employment Exchanges in the state have been chasing the placement of the registrants with the employers in the affective manner with the innovative approaches of industrial recruitment rallies in industrial areas of the state and with the close liaison with the employers.
